That effect is a capo. on fuse they had sessions@aol and green day was on it and the one dude(not billie joe) used one on the 1st fret or it might have been 2nd fret

When playing Boulevard of Broken Dreams you need to play full bar chords for the verse or it will not sound right. You need to play it through all the strings, not just three. Or they are just power chords.

There is a capo on the 1st fret cuz Jason White has a capo on the first fret and plays open chords on live performances and sounds similar on the CD
